Village Planning Committee Minutes

Monday, May 11 7 p.m. Library

 

 

Present: Mary Covington, David Drasba, Mike Fallon, Kurt Grasset, John Jordan, Howard Mansfield, Tom Pisaturo, Dennis Rossiter.

Absent: Jim Gamble.

Visitors: Alison Kerwin and Dick Warner, Commons Commission. Steve Fillebrown, Nahida Sherman.

 

 

1. Meeting with MLS engineers -- Report from Dave Drasba.

Dave reported on the upcoming SHPO (State Historic Preservation Officer) meeting this Thursday. SHPO has indicated it is concerned about the North side path where it is outside the state right of way from the Vestry to the Inn. These sections may not be eligible for Federal funds. The VPC intends to show SHPO that our intent is to maintain the pathÕs meandering.

SHPO is also concerned about any change to the common that is outside the public right of way.

These concerns should be clarified at ThursdayÕs meeting.

 

2. Review sketches from our engineers.

 

Dave enlarged the PDF of the sketch plan from Chad Brannon at MLS. The VPC carefully reviewed the plan and drafted a memo requesting changes and additional information. The Common Commission members commented on the proposed crosswalk from the common to the meetinghouse and want more information about a planned grade change in the road there.

 

3. Upcoming meeting with Hancock Historic District Commission.

 

Dave will be presenting the sketch plan to the HDC on Tuesday, May 12, 7 pm, town offices. Other VPC members will join him.

 

4. Next meeting with the public will be set at the next VPC meeting.


5. Happenings, Ledger Notice, Signs around town. – Not discussed.

 

6. Tombstone Territory Rd.

Kurt reported on the letter from the Library Trustees and his meeting with the Selectboard:

The Village Planning Committee is in favor of making improvements to Tombstone Territory.

But the majority of this work lies outside of the Hosley Grant (Main St.) and thus outside our scope and funding. Hancock is getting state and federal money to work within the state right of way. The state has extended that to include the bounds of the Hosely Grant. They wonÕt go on to private land. Tombstone Territory is a private road.

NHDOT and the MLS engineers have strongly encouraged Hancock to treat any work on Tombstone Territory as a town project. This project can run parallel to the Main St. project. It is not eligible for state and federal funding.

We will take the intersection of Tombstone Territory and Main St. into consideration in the design of the Main St. Project.

The Library Trustees and Selectboard will research the roadÕs ownership and how any proposed changes may nullify the roadÕs grandfathered status.

 

7. Possible field trip – The hour being late, items 7 & 8 were not discussed.
