Hancock Advisory Committee Meeting
December 9, 2008
Present: Laurie Bryan, Gail Hoffmann, Ron Mack, Roberta LaPlante, Richard LeFebvre, Greg Lusted and Thomas Ward
The meeting convened at 2:00 PM
Barbara Ceverly, Town Administrator, met with the Committee and distributed copies of various articles that were approved at past Town Meetings to establish Special Revenue Funds. She suggested that the Committee read and review the articles and reconvene at a future time to discuss them.
The Committee then reviewed budget information that Barbara had previously distributed for the period 1/1/08-10/31/08. In general, revenues were considerably less than had been budgeted, and expenditures that were influenced by the price of oil were considerably higher. The Committee decided that a more comprehensive discussion of the 2008 numbers should wait until the fiscal year 2008 has ended and all income and expenses have been recorded.
At 3:00 PM the Committee met with Chief Steve Baldwin to review the preliminary Police Department 2009 Budget. Chief Baldwin stated that he feels staffing changes may need to occur in 2009, and is he is also going to request that the current police cruiser be replaced in 2009. Due to the fluctuating price of oil, budget lines that are related to the price of fuel are still to be determined.
At 4:00 PM the Committee met with Kurt Grassett to discuss the preliminary Highway Department 2009 Budget. After reviewing the preliminary budget with Kurt, the Committee felt that Kurt should continue to draft and refine his budget with the intention of finding ways reduce expenses while still maintaining adequate services to the Town. Kurt stressed that the fluctuating price of oil is making it difficult to determine what many costs that are related to oil may be in 2009.
The meeting adjourned at 6:00 PM.
The next Advisory Committee Meeting is scheduled for January 7, 2009 at 6:30 PM.
