Hancock Advisory Committee Meeting
6-3-08
Present: Ron Mack, Greg Lusted, Rich LeFebvre, Roberta LaPlante, Laurie Bryan,
Roberta met with Neal Cass to discuss refinancing of the Prospect Hill loan. They looked at 10 year borrowing vs. 20 year. The 20 year will cost the town about $75,000 more in interest but will lower annual payments by about $20,000. Roberta is going to get rates on a 15 year note and the committee will discuss this at the next meeting and develop a recommendation for the selectboard.
The committee will meet with Nevan Cassidy, Steve Baldwin, the Recycling Committee and the Library Trustees in the coming month to discuss capital expenditures for the fire and police departments, the transfer station and library. We will also meet again with Kurt to discuss roads and bridges. Questions that came up about the fire department: is the current replacement schedule still the best plan – do we have to replace trucks at least every 20 years, what are the insurance implications if we do not do this? Review the problems with the driveway and apron at the front of the fire station. Review who pays for ambulance service when the ambulance is called out.
Questions about the police centered around the level of staffing – what do we have and how much is needed and the replacement schedule for cruisers.
Discussion about the Transfer Station:
How carefully are we monitoring what goes into the compactor? Could we reduce the volume of compacted trash if it was more carefully monitored? Is there a way to have the brush pile open at the same time as the transfer station to save on staff time and separate hours?
Library:
What are the capital expenses that will require funds from the town? What is the time frame?
The Revenue sub-committee reported that they will be looking at possible increases in revenue from a town sticker, fees for out of town use of the athletic fields, fees from summer recreation programs, building rental fees and overall fees charged for building inspections, etc. They will also explore what projects could be funded through private contributions. The sub-committee will meet with Barb Caverly to discuss town revenues.
The next meetings will be Monday June 9 and Monday, June18 at 6 PM at the Town Office.
