Hancock, New Hampshire Dump Committee Meeting Minutes, December 21, 2011, 5:00 PM.

 

Members attending were Kurt Grassett, John Jordan, Jarvis Coffin, Clay Sherman, and Denny Caldwell. Hancock resident Jon Grosjean attended the meeting.

Jon Grosjean voiced his concern to the committee that working electronic items placed in the electronics recycling trailer become damaged while in the trailer, and he thought that perhaps separate sections could be set up in the trailer for working vs. non-working items. Kurt noted that the electronics recycling trailer is not really a "swap shop" type of operation, but intended only to be a drop-off for electronics items, and determining the operating condition of items is not a function of facility employees.

Kurt also noted that progress is being made in setting up an online "virtual swap shop" as part of the Town of Hancock website where residents may list items they either wish to dispose of, or list items wanted.

A penalty clause to be added to the Dump Ordinance has been written; the Select Board has agreed with its language and incorporation of the clause into the Dump Ordinance should be forthcoming soon.

The new dump manager is scheduled to begin work next week. Kurt solicited committee suggestions on aspects of the dump operation to which the new manager might be asked to pay particular attention In addition to items Kurt has already identified.

Particular emphasis will be placed on evaluating ways of generating revenue directly from users who wish to obtain metals from metal recycling.

With regard to ongoing evaluation of a replacement compactor, it has been learned that increasing the size of the compactor has no effect on weight for a given volume and is of no benefit. Lease-purchase option has been considered, but interest rate for lease-purchase has been quoted as 21%. Evaluation will continue based on the criteria of purchasing a two yard compactor. Funding for a replacement compactor will be sought through passage of a warrant article.
