HANCOCK COMMON COMMISSION Meeting Minutes December 15,2011
Meeting Location: TOWN HALL, Upper Room Meeting Called to Order At: 7:00PM Members Attending: Dick Warner, Mike Fallon, Pat Fairchild Others Attending: Kurt Grassett
Minutes: The minutes of the meeting of October 20th, were reviewed and accepted as written. The previously scheduled meeting of November 17th was cancelled due to a lack of a quorum. Bandstand Repair/Replacement: Kurt Grassett reported that the Selectboard has accepted the recommendation to proceed with the project and will draft a Warrant Article to appropriate the moneys necessary to implement the project. The total project cost is currently estimated at $20,000, with the expectation that a contribution in the amount of $10,000 will be forthcoming from the Hancock Improvement Association. The balance of the funding will become a general obligation of the Town, with the expectation that this portion will be further reduced by additional donations and contributions. Trees and Plantings: Commission members met with George Tim (the Day Lilly Farm) and developed species recommendations and a conceptual planting plans for the unfinished portions of the Main Street landscape plan. Plant counts, by species, and budget estimates have been presented . This work, which was anticipated in the current year's budget will be deferred until the Spring, and upon motion duly made and seconded it was determined to encumber $800 from the unspent balance of the current budget for expenditure in the next fiscal year. Budget vs. Actual: Current year's expenditures continue to remain within budget. A proposed budget for normal operations as well as recommended capital expenditures was submitted to the Selectboard by Kurt, and accepted without comment The current unspent budget is $1,450,60 as of 12/15/11. This amount does not reflect a flag expenditure of $300, which has not yet been billed, as well as the $800 encumbrance noted above. It is anticipated that the Commission will end the year with a positive balance of $350.60. Other Business: We have received an estimate for the lighting of the flagpole and the Steeple from Sundance Solar for $1,128.95. This estimate is for the parts necessary to provide solar powered illumination, and does not include the cost of labor necessary for the installation. The Commission will continue to evaluate alternative sources and systems, as well as utilization of conventional power sources and energy efficient fixtures. ADJOURNMENT at 7:56 PM
