Minutes of the Water Commission Meeting
September 15th, 2010
Attending: Jeff Wilder, Kurt Grassett, Sean Kerwin and Linda Coughlan, Recording Secretary
4:00 P.M. Jeff called the meeting to order. The minutes of the July 1st meeting were accepted as read.
Kurt said Underwater Solutions had been up to clean the outside of the intake pipe at Juggernaut. They did say that the pipe was in good shape but the commissioners might want to shore it up with more blocks. They didnt find any other issues. They checked the water level and found that at the red line, the level was at 38 inches which was down about 2 feet from the previous check in 2006. Kurt said the water usage has come down and once it rains, the level should get back up.
Kurt said he has been in contact with Ray Corbett from KB Partners regarding the UV disinfection system. He said they are looking at the Trojan system but they want to do water testing first. Kurt said the building has been measured to see what they have to work with and the cost for the system could be from $15,000 to $75,000. Kurt said they should have a better estimate near the end of the year.
Kurt said there had been a water break in a one inch abandoned line on Main Street at the corner of Forest and Norway Hill Roads. He said it was repaired but he wants to use an infrared heater to repair where the new asphalt had to be cut.
Quarterly Charts & Monthly Charts
The Commissioners reviewed the quarterly charts and Kurt noted that nothing unusual had occurred. They signed off on those reports. They also reviewed the monthly charts for June, July and August and found that nothing unusual had happened in these reports except for a slight spike in turbidity once a day. Kurt said the highest daily run was in July at 164,000 gallons. The Commissioners signed off on these reports as well.
It was noted that the Cobbs have sold off their larger house on Old Dublin Road to Holly Fincher. There is only one connection for both houses. That connection is at the Fincher house and a new connection will have to be done for Cobbs existing house. A letter will be sent to the Cobbs with a copy to Holly Fincher, informing them of the problem and what they need to do to resolve it.
Water Commissioner Appointment
The Commissioners discussed two possible candidates to fill Kurts term of water commissioner. After discussion, they decided that Joel Chandler will be contacted to see if he still has an interest.
The Commissioners decided to change their monthly meeting date to the 2nd Wednesday of the month.
Sean mentioned that for cost savings, it might be a good idea to have the Commissioners take over as volunteers for flushing the water system. Kurt said it usually take two of the highway employees 8-10 hours to do the job with overtime being paid if called for. The Commissioners decided that maybe one or two of them would be there for the flushing this fall and then eventually work into taking it over on a volunteer basis.
Kurt will put together the budget for the next meeting for the Commissioners to review. He said the big unknown in formatting the budget will be the cost for the UV disinfection system.
There being no further business, the meeting adjourned at 4:35 P.M. The next meeting will be on October 13th at 4:00 P.M.
