HANCOCK SELECTBOARD MINUTES

DECEMBER 27, 2010

 

PRESENT: John Jordan-Chair, Roberta LaPlante-Selectboard

                  Barbara Caverly-Town Administrator/Recording Secretary

ABSENT: Carolyn Boland

OTHERS: Kurtis Grassett-DPW Director; Andrew Wood-Police Chief

 

Jordan opened the meeting at 7:00 p.m. and called for acceptance of the Minutes of December 20th. LaPlante moved to accept with the following additions/corrections:

1.       The first non-public session started at 4:38 p.m.

2.       The second non-public session was moved sealed by Boland, seconded by LaPlante and unanimously approved

3.       Correction on SAC- they don't support Administration raises

Jordan seconded the motion and it was unanimously approved by LaPlante and Jordan.

 

LIAISON REPORTS: None

 

JANUARY 10TH MEETING: The Board will discuss how they wish to present this when Boland returns next week.

 

POLICE: Chief Wood came in to report he was able to purchase the cameras from Peterborough Camera at a better price than initially anticipated.

 

Wood is willing to hold off on a new cruiser this year but warned the maintenance line of his budget could go over.

 

It was noted the new Police Interceptor now out is smaller than the Crown Victoria and has all-wheel and rear-wheel models.

 

Wood asked if the Selectboard would take into consideration moving toward having a Sergeant again which would allow someone to be in charge when he is away. The Board later determined it isn't necessary to have a Sergeant for that purpose.

 

WORKZONE POLICY: Grassett and Wood reviewed the proposed policy with the Selectboard. The policy only references Class V Town Roads. The State DOT Commissioner has control of the Class I, II, III and IV roads. Wood stated he would check with State DOT regarding work zones on those roads. Wood will proceed with making any changes he would like to see in the policy.

 

POST OFFICE PAINTING: Grassett reported M&L Painting was the low bid at $11,082 but has no EPA certificate at this time. If they are awarded the job, they will obtain one. It was agreed they would need to have it by March 12th. The other two bidders came in as follows:

                  Target New England:                                    $15,377.40

                  Robert Codman Painting and Wallcoverings: $17,027.00

 

TOWN OFFICE CLEANING: Grassett received two quotes for annual cost to clean of the Town Office and the Police Station:

             Neatly Done:    $9,968.16

             McGurty :    $6,136.00

The Board agreed to proceed with McGurty. Grassett will contact him about when he can start.

 

Grassett updated the Board on the fact that his current part time employee has given his two-week notice. He does have one applicant that just came in and he would fit the part-time building and grounds slot. He will now proceed with an advertisement for the full time position.

 

ENCUMBRANCES: Grassett would like to encumber the following budget lines:

 

          4194-413:           $2,800

          4312-395:           $1,500

          4312-640            $8,000

 

He will adjust the Highway Block Grant line by moving $6,000 of patch expense and $2,000 of magnesium chloride expense into his Highway budget lines. This will permit him to roll $8,000 into 2011 as additional Highway Block Grant money carried forward.                 

 

Warrant articles that have been completed leaving balances to be returned to the general fund are:

1.       Fire Station parking area          $1,665

2.       Antrim Road Rebuild               $2,884

3.       Norway Pond Improve.           $5,200 ($500 being retained to replace some junipers)

 

The balance of the Class A Trail Gates will be held one more year.

 

GENERATORS: Grassett has been trying to work with Code Electric for the wiring of the generators but has been unsuccessful in several attempts to reach him. He will be meeting with K.A. Electric next week.

 

PLOWING ISSUE: Grassett reported an issue he has had with private vehicles constantly being parked in a deeded turn around that is needed especially during plowing. He will contact LGC about the best way to handle.

 

POLICE: LaPlante questioned what the decision was regarding Chief Wood resigning as part time police chief in Richmond. The Board has given him until the end of 2010. She will follow up with Wood on this.
