HANCOCK HISTORIC DISTRICT COMMISSION Minutes May 25, 2010
Members Present: Drasba, Gamble, Lewis, LaPlante, Nylander and Wilder
The meeting began at 7:05 pm. The minutes of the January and March meetings were reviewed and approved. LaPlante introduced Ruth Wilder who has been appointed a member of HHDC. She then informed members that the first order of business was to elect a chair and a secretary. Dave Drasba was nominated as chair, and elected by a unanimous vote. Nylander was nominated to be secretary and was also elected by unanimous vote. Drasba then took over the meeting. He reviewed the recent correspondence with the Local Government Center concerning the role of HHDC in interacting with other town government bodies and in enforcing the Historic District Ordinance. He distributed copies of the sections of Chapter 674: LOCAL LAND USE PLANNING AND REGULATORY POWERS (New Hampshire) cited in the LGC correspondence. As a result of the review and discussion the following points have been clarified: 1. Other Town bodies are not required to submit applications to the HHDC to make changes within the Historic District. (Those bodies may ask for feedback from HHDC or hold public hearings to solicit input on proposals.) 2. It is the responsibility of HHDC to inform the Select Board of non-compliance issues that arise in the Historic District. It is the responsibility of the Select Board to enforce the Historic District Ordinance Next the application of Tim Lord to repaint 19 Main Street was reviewed. No action was required as he does not need approval from HHDC if there is no change in color. Drasba said that he would like to take time during the next few months to review the Historic District Ordinance as well as the forms and procedure policies used by HHDC. Consensus was that this would be a useful project. Wilder asked how people were notified that they were residents of an historic district. Gamble remembered that she received a packet from the town when she moved into the district. LaPlante will check to see if this practice is still followed. She will also have copies of the current Historic District Ordinance for members at the next meeting.
