INTRODUCTION / MINUTES
- Ron called the meeting to order at 7:00PM EDT.
- Meeting minutes from December 8, 2009 were approved as presented.
We discussed if the Monadnock Ledger and Upton Hatfield bills for the Rhines transaction should come from the current-use fund not the budget. We deferred the decision until next month when we would hopefully know if offsetting grant money is awarded.
We approved a $200 invoice for our 2010 NHACC membership dues.

We are unclear on what forestry restrictions pertained to wetland and buffer zone cutting when frozen. Mark will inquire with the State and report back to the commission.
Dick asked if a permit is required to add material to a site. According to Pierce, a permit is only needed if you are disturbing 100,000sqft or greater, or are affecting wetlands. John will check if a road bond may be necessary.
Ron stated that the selectboard is in favor of proceeding with the Rhines land gift, pending receipt of a title report. Stephen has applied for a grant to the Monadnock Land Protection Assistance Fund (managed by SPNHF) to cover our transaction cost. Although we applied for $1,614, the amount will be less reflecting the selectboard's decision not to require an environmental site assessment.
Jane Richards-Jones has expressed an interest in coordinating the roadside clean up again this year, with the help of Phil Jones and Robin Mose. Paul will send Jane a letter confirming our appreciation for organizing the event.
NRI/OPEN SPACE COMMITTEE:
The commission voted to accept changes to the Prospect Hill Stewardship Plan as drafted by Mark and Stephen. Stephen will send the revised plan to Jim Oehler at NH Fish & Game for approval.
Pierce is interested in the commission doing some public outreach at old home day this year. He also suggested that hiking trails be placed on the Town's website, and Stephen agreed to e-mail Nahida the Map for "8 Great Hikes". We will hold-off on the Prospect Hill loop trail map until Ron meets with a few concerned abutters to Sugarbush Park.
Francelia inquired to the status of gates and signs on Class A trails. John stated that SPNHF has mistakenly posted the Old County Road (through Welch Farm) with a no wheeled vehicle signs, when the Town actually owns the road. It is uncertain if the Town also owns the driveway into the old Farm, John will check Town maps.
Lee has obtained a digital camera back from Bill Elliot in case members need to borrow the camera for monitoring pictures.
