TOWN OF HANCOCK - OFFICE OF THE SELECTMEN - 2011 Budget

The Select Board, the Advisory Committee and department heads have been finalizing work to develop the Town’s budget for 2011. A budget informational meeting has been scheduled for January 10 at 7 p.m. in the Selectmen’s Meeting Room. The proposed 2011 budget will be reviewed at this meeting. It is an opportunity for townspeople to have input to the budget process. So mark your calendar and bring your ideas to the meeting!

Another important part of the informational meeting will be a review by Kurt Grassett of the road repair plan the town is considering for the next several years.

Snow covered roads today. I think we have 10 to 12 inches of snow so far. It is hard to get a good measurment with the wind.

We are just completing our plowing rounds now (6:20 a.m.). The storm is supposed to linger until noon. After the guys grab breakfast we will be treating the problem areas.

The roads will be snow covered this morning. The forecast has us picking up another couple of inches.

I anticipate starting plowing operations around 9 AM or so. If you must go out please leave extra time and be ready to encounter a few inches of snow on the road.

Not much has changed overnight. All forecasts seem to indicate a good old fashioned snowstorm is in our future. It looks like the snow will start light, around noontime, and gradually get heavier as the afternoon and evening go on. The heaviest is forecast form 8PM until around 8 AM Monday morning. When it is all said and done we should see at least 8 to 12 inches of snow.

Travel on our roads will become difficult as night time falls. With snow fall rates that exceed 1 inch per hour there will be a significant buildup of snow on our roads. When the visibility drops down to blizzard conditions we have to slow down, it can take up to 4 hours to complete one round of plowing town wide, if everything goes well. Be prepared for power outages as the wind is supposed to gust to 30 mph or so.

Tonight will be a good night to grab a movie and sit in a nice warm house until this blows by. If the forecast is correct we should be in good shape by mid-morning on Monday.

Looks like winter is coming in with gusto. We are right on the edge of a major winter storm for tomorrow (Dec. 26) afternoon into Monday. The storm is still tracking, but it is looking like we will be getting plowable amounts of snow.

My best guess right now, light snow may start as early as Sunday Morning, turning heavier as the day goes on. Sunday night into Monday may get a little dicey. If this tracks right we can see snowfall rates as much as 2 to 3 inches per hour, with winds at 20 to 30 mph. Travel will be dangerous and difficult.

I will send an update in the morning (Dec. 26) when we have better data. Please adjust your schedules so you do not get caught in the worst of the storm.

Mon., Dec. 13 Update 1:25P - The water system will be coming back on line shortly, around 1:20 PM. We had to drain a long length of pipe to change the gate. We have tried to bleed off all the air, but there may still be some left in the system.

If you experience air or discoloration just let the water run through an outside spigot and it will clear itself up.

Update, 10:55A - We will be shutting the water system down beginning around 11:00 AM. It will affect almost the entire system. Only a few house on Old Dublin road will not be affected. We are estimating we will be shutdown for 2-3 hours while we replace a valve. This time could vary, I will send another email when the system is back up and running and the lines have been flushed.Thanks for your patience,

06:50A - We are going to take advantage of the warm weather today. We have been fighting with a failed hydrant on Old Dublin Road for the last 2 months. We will be changing that hydrant today. With the change over we will need to shut the water system down for about 2 to 3 hours, this is planned for late morning.

A little light snow has turned to a rainy day. Even though the air temperature has made it above the freezing mark, the ground temperature has not. The bitter cold we had last week has froze the ground, when the rain hits the frozen ground we make ice.

We are currently experiencing icing on all our roads, particularly the gravel roads. I expect this to continue for several more hours. All trucks are out treating their roads, but we are seeing a re-freezing of the road fairly quickly.

The weather forecast is for rain all day, getting heavier and windier as the day goes on. It is a great day to stay inside and get ready for the holidays. If you must go out please drive safe and be ready to encounter icy conditions.

TOWN OF HANCOCK - DUMP INFORMATION
On Thursday November 11, 2010 the Dump committee met with about 25 residents to discuss the operation of the dump/Transfer Station. At that meeting we heard lots of good input on ways to improve the overall usage of the facility. As a result of that meeting we are starting to implement changes that were suggested by the citizens at this meeting.

Beginning on December 8, 2010 the hours for Wednesday will be 3PM to 7PM. We heard from many residents that our 4PM start was a little late, especially with the shorter days we experience at this time of the year. The dump committee and the Board of Selectman supported this change.

We will continue to evaluate the input and recommendations that we received at the meeting.

Fri., Nov 26 A little rain and temperatures just below freezing has made for some touchy driving this morning. The rain started around 1 AM with temperatures around 30 degrees. As of 4:30 we are still at 31 degrees with fairly steady rain. We are seeing spot icing on all of our roads. We began treating the roads around 2:30 and we should be completed by 5:00 AM. There will be some spot icing until around 9 AM this morning. Fort all you early morning shoppers, please drive with care as you head out on our first winter travel of this winter season.

Everyone has noticed that it can get quite congested in the recycling area at times. Occasionally parked vehicles will completely block all traffic lanes

When you stop in front of the recycling counter, and especially if you plan on visiting the Swap Shop, look around and try not to become the plug that completely blocks all other traffic.

Hancock Dump Committee - Meeting Notes

Thu., Nov. 11 Town offices are closed in observance of Veterans Day
Thu., Nov. 11 (Posted Nov. 11) - UPDATES: 4:00P - Water is back on.

11:45A - OK, hopefully the last one for the day. We will be shutting the system down at 12:30 to make the final repair. I anticipate about an hour shutdown.

10:00A - The water is back on temporarily. We have the leak isolated but may have to shutdown the system one more time when we make the final repair.

8:45A - We will be shutting down the water main around 9 AM. This will affect Main street, Bennington road and Norway hill areas. This may be a several hour shutdown.

(Posted Nov. 10) - We have a water main break on Main Street (Nov. 10) right at the intersection of Route 123 and Route 137, in front of the fountain. At this point the leak is not overly huge and we have decided to let it go until Nov. 11. By waiting a day we do not have to interfere with the school day at the elementary
school.

We will begin the repair around 7:30 AM Nov. 11. I am anticipating a shutdown of the system from Fiddleheads Café eastward. This will include Norway Hill, Bennington Road and Forest Road. At this time I do not know how long the shutdown will last. I will be able to provide more information tomorrow.

Please be prepared for traffic congestion in this area tomorrow, an alternate route might be beneficial for the day. If you have to come through this area you know It is a very busy and congested area, look for our flaggers to guide you through the intersections as you approach.

The Con-Val school District needs to flush their water line into the elementary school. I have scheduled that to be done tomorrow morning beginning around 5:15 AM. They should be completed by 5:45 AM. There may be a minor disruption to service in the upper part of Norway Hill and Antrim Road while this is occurring. Once they are completed the system will return to normal.

Sat., Oct. 30 Added Oct 30, 07:30 a.m. = It can take several hours for the system to settle down after flushing has completed. If you notice discolored water after the flushing has ended you can leave a garden hose running outside until it clears up. If you notice a substantial drop in water pressure after flushing has ended please check to see if there is a water filter in your household system and change the filter.

Posted Oct. 26 - For our customers on the Hancock Water System we are preparing to conduct our fall flushing this Saturday October 30th. The flushing will begin at 8 AM and will continue until completed most likely around 5 PM. There will be significant disruption to the water system while this is going on. We recommend drawing plenty of water in advance of the flushing. We also recommend not using any water from the system until we are completed. Those homes that have a water filter should isolate the filter and clean the filter after we are completed.

Hydrant flushing is the best means for us to clean out the water mains prior to going into winter. During this process we will disrupt the interior of the water mains and there is a possibility of having discolored water for the duration of the flushing. For those residents on the outlying portion of our system it is possible to disrupt the flow of water to individual homes for a period of time. Although somewhat of a nuisance this is one of the best methods of insuring that we continue to provide our customers with safe potable water for your use.

We will be sand sealing a few roads in town today. We will begin at Hunts Pond Road and continue up Kings Highway until Old Town Road. Next we will move Vatcher Road and seal the whole length to the bridge as well as Windy Row to the Town Line. Third we will be on Duncan Road form Norway Hill to Forest Road.

Sand Seal is the method in which we spray the entire road with liquid asphalt and then place sand over the asphalt. A roller comes along and presses the sand in after. We work section of road about 1000 feet long at a time. During the time that the liquid asphalt is exposed we will be holding traffic. These delays should last no more the 3 to 5 minutes at a time.

Oct. 12-18
Starting October 12 in the morning Antrim Road from Norway Hill Road to Evergreen Hill will be closed to through traffic from around 6:30 AM until 4:00 PM. We will begin the reclamation of the roadway on Tuesday (12), continue on Wednesday (13) and then hopefully pave the new road by Friday (15) or Monday (18).

We will be able to get local traffic (those that live in the construction zone) through, but there will be some delays, if you do not live in this area, seeking an alternate route will be your best bet.

Mon., Sep. 27 All the tickets for "The Heart of Hancock" raffle for the Meetinghouse Restoration Project have been sold! The drawing of the winning tickets will take place Monday, September 27 at 7pm at the Selectmen's meeting at Town Hall. Pastor Judith Copeland and the Hancock Selectmen will be drawing the tickets. Sep. 23-24 The Highway Department will begin shimming some sections of Duncan Road. We will begin by the intersection of Norway Hill Road and move toward Forest Road. Due to the volume of commuter traffic and the limited amount of personnel we have we will be posting Duncan Road "Road closed to through traffic". The road will be open for local and emergency traffic to and from anyone on Duncan Road, but please drive slowly as you are passing the paving equipment and personnel.

Thu., Sep. 16 Governor John Lynch has directed that flags on all state buildings be lowered to half-staff on Thursday, September 16, 2010, to honor Marine Cpl. Philip Gerald Eichner Charte of Goffstown, who was killed in action in Afghanistan on September 7.
Wed., Sep. 15 Posted Sep. 15 (11:40 a.m.): We were able to isolate the leak fairly quickly. All water mains are now in operation. Thanks for you patience.

Posted Sep. 15 (10:30 a.m.): We will be shutting down the water main to a portion of Main Street and beyond. This will be from just beyond the market area (the market and Fiddleheads should not be affected). This shut sown will happen at 9:45 this morning. At this time I do not have a time frame for how long we will be down.

Posted Sep. 14: A water break has developed at the intersection of Norway Hill Road and Main Street. We will begin the repair first thing in the morning [on Sep. 15]. It does appear that this break is in the main itself and not a house service. We are anticipating an interruption in service tomorrow morning [Sep. 15]. At this point we are not sure when or for how long. The interruption in service will affect homes on Main Street, Bennington Road, Peterborough Road, Norway Hill and all the roads off of these. At this time we are hoping to keep service to Sand Hill and Depot Road area but that may change if we have an issue with the gate on Main Street.

I will update this with more information as it becomes available to us in the morning [Sep 15].

Meet at the beach at Norway Pond, Friday, August 13, between 5:15-5:30 p.m. Amy Smagula, Program Coordinator for Exotic Species at the NH Dept of Environmental Services Limnology Center, will give an introduction to the exotic and invasive species that are most likely to get into Norway Pond. We will then proceed around the pond doing a weed survey and looking at specimens from the pond. Come with kayak or canoe for the pond trip.

Ref: Application of Industrial Tower and Wireless, LLC (“ITW”) for a Conditional Use Permit and Site Plan Review

Pursuant to Section VI of the Hancock Telecommunications Regulations, ITW will conduct a balloon test from the proposed site of a telecommunications tower on Tax Map R08, Lot 76A near the intersection of Norway Hill Road and Route 202 in Hancock. The test will commence at 8:00 am on Thursday, August 12, 2010, and will continue for not less than one hour.

Further, the Planning Board will meet at 8:00 am on that date at that site for a site inspection.
