Good afternoon, I hope everyone is enjoying the much needed showers. :(
With heavier rain forecast for Tuesday [Oct. 4] we will be postponing the shoulder work on prospect Hill Road. They will begin work on Wednesday [Oct. 5] , with a Friday [Oct. 7] completion. The paving company did come in and tie in all the paved driveways today. We are getting there slow but sure, 2 tasks down, 1 to go.
Once again thanks for your patience

I guess I squeaked loud enough. Busby Construction was in today to perform the ditch work and clean up with their excavator. They also provided me with a letter for the residents of the neighborhood, please see the letter here:
If the good weather holds on Monday [Oct. 3] the paving company will be in for the driveways, this is weather dependent so I do understand a delay for rain. They have also confirmed that they will be in shouldering with gravel on Tuesday, Wednesday [Oct. 4-5], and it may run into Thursday [Oct. 6]. We still have some piles of asphalt to clean up, that should occur early next week as well.
I know I said this once before, but by Friday [Oct. 7] they hope to be all finished and cleaned up.

I am always amazed by the different ways in which good companies operate. The scheduling on Prospect Hill has been one of those amazing events. The contractor we have does quality work, has good pricing, and is responsive to those items that pop up during any project, but they cannot stick to a schedule for beans. I have been trying to decide if it is because they just think it is better to tell me what they think I want to hear, or if it is that they are just so busy they do not have a good handle on their own schedule and they schedule by the squeaky wheel theory.
Either way it becomes frustrating to try to relay good information to you all. My hope is that this situation is about to change, I think I have just become the proverbial squeaky wheel. Hopefully that will work, ....anyway the new schedule.
Ditching with the excavator and clean up on Friday Sept 30.
They are trying to confirm the tying in of all the paved driveways on Monday [Oct.3], let's hope they are successful
Shoulder work early next week, with any luck Monday and Tuesday [Oct. 3 and 4], but they did not firmly commit, I hope to have that tomorrow.
Sorry for the delays I want to wrap this up and move on as much as you all want your road back to normal. Thanks for your patience

We have been trying to dance around the rain again. We lost last week to rain delays and we may lose some again this week. We are desperately trying to finish this project by this Friday [Sep. 30], Mother Nature may interfere again.
If all goes well today [Sep. 26] we are hoping to bring the excavator back to clean up and perform some ditch work tomorrow [Sep. 26]. As soon as that is completed we will be bringing in the shoulder gravel to back up the new hot top and give it that finished look.
We are still waiting to hear on the paving crew to tie in the few driveways that need to be completed. This is very weather dependent as it need to be absolutely dry when this work is done.
Some may have noticed the painted numbers on rocks and trees that were left by the paving crew, this would be between the 2 entrances to Juniper Circle. I have absolutely no idea what they were thinking but the paving company will be back to remove all paint marks from the trees and rocks in a non-invasive manner. That was never supposed to happen and it will be taken care of.

Well after a few long sunny days we are nearing the end of the project. We finished paving at about 7PM tonight. We still have shoulder work and ditch work as well as tying in some of the driveways. The gravel driveways we will tie in when we do the shoulder work. The paved driveways will be tied in as soon as we can get a hand work crew from the paving company. We will also be cleaning up piles of asphalt and reseeding any places where contractors stored their equipment and disturbed the ground.
The new asphalt will remain pliable for the next few days/weeks. I am not anticipating any of this remaining work to be performed until next week at the earliest. I will let everyone know when we have a better schedule. The work now will be less noisy, dusty, and should not interfere with normal traffic. If you notice something that we may have missed, or want to be sure we don't miss, please let me know. I would rather have a thorough list to go through while they are here, than miss something and have to correct it after they have left.
Thanks to everyone that endured our disturbance in your neighborhood. I know there were a few early mornings and late nights. I guess if there is a bright side to it, when we are done with the project we should not have to perform any substantial road maintenance for many years to come.

The plan for today is to pave on Ledge Road first thing today. We should be there until midafternoon or so. Once that is completed we will begin paving the very end of Prospect Hill Road and work our way out. If everything goes well we will complete the paving tomorrow afternoon.

It appears that rain has stopped and we will be able to begin the process on Prospect Hill this morning. With all the rain the ground is saturated. Adding the cement is dependent on the moisture level in the ground. With that said we have a lot of moisture in the ground.
We will be changing our order to help us manage this situation. This morning we will begin at the turnaround of Prospect Hill Road and work our way out. This will allow the heavy truck traffic to stay off the newly mixed gravel and prevent us from rutting the new road.
Let's hope for a few sunny days to help us dry out.

I am not sure how I have upset Mother Nature, but WOW is all I can say. As you guessed we had another rain delay today. Needless to say this has pushed the schedule back and we will be working this weekend to catch up on our scheduled work. Here is what we have right now.
Friday (Sep 9) - We will be applying the cement stabilization to Prospect Hill Road form Juniper Circle in about 3500 feet. We should l be working this in 600 to 800 foot sections. We will also have the grader on ledge Road to try and shape the road up and take out some of the wash that has occurred the last few days. This will not include addition of cement on this road on Friday. We will also be trimming the paved driveways along Juniper circle. This will be in preparation of paving.
Saturday (Sep 10) - We will begin the cement stabilization at the very end of prospect hill road and we will work our way back to where we left off on Friday. Once that is complete we will move to Ledge Road, most likely late morning to early afternoon. We will also be shimming and overlaying Juniper Circle on Saturday this will limit traffic to one lane on most of Juniper circle during the day.
Monday-Tuesday (Sep. 12-13)- if we have good weather we will be paving Prospect Hill and ledge on these 2 days.
Of course this all depends on Mother Nature forgetting about whatever I did to upset her and letting the sun come back out. Whoever is doing the rain dance can stop now.

Another rainy day has caused us to postpone the work on Prospect Hill again. This shift in schedule may cause us to pave on Saturday [Sep. 10]. That is still being determined. If that does happen I will pull together a schedule for everyone as soon as I have it.
The weather is supposed to clear after today. Hopefully tomorrow [Sep. 8] will bring sunny skies for the next couple of days..

As long as the forecast holds for sunny weather on Tuesday September 6, we will begin the cement stabilization of Prospect Hill Road. We will be starting at the intersection with Juniper Circle and working our way North in 800 foot increments. We will have at least 1 lane open for traffic, although there may be some delays from time to time. We anticipate completing about 3500 feet on the first day. This should bring us to 159 Prospect Hill Road.
The second day [Wednesday September 7] we will begin at the turn around on Prospect Hill Road and work our way back to 159 Prospect Hill Road. Once Prospect Hill is completed we will be moving to Ledge Road. I should have a better idea of approximate time of the move on Tuesday Evening.
The roads will be closed to nonresident traffic while we are working.
During this phase of construction it is very important not to drive in the cement dust. Cement dust is light grey and powdery. It will look like a layer of grey powder on the road. I will be placing orange road cones in driveways that should not enter the road, as soon as it is safe to do so I will remove the cone. If you see a cone at the end of your driveway please wait until someone tells you it is OK to drive on.
We will begin work early on Tuesday, probably around 6 AM the crew will show up and start getting the equipment running. Sorry for the early wakeup call but we think it will be along day to get the 3500 feet. If it look like the weather will delay us I will send out an email as soon as I know.
Thanks for your patience.

Bell best laid plans are meant to change. The sequence for the ditching has changed from just an hour and half ago.
We are going to try to lessen the steep drop off and the end of prospect hill road. We will be using the excess material that they are accumulating to lessen the steepness of the drop off that is there now. To make this easier on the equipment operator we will be starting the shoulder work at the end of prospect Hill Road and working our way out, we will then head for ledge road, most likely on Wednesday..

Busby Construction will be in to start on the Prospect Hill project today. They will be preparing all the shoulders and ditches over the next 3 to 4 days, starting with ledge road this morning.
The plan right now is to prep all the shoulders and ditches this week. The actual grinding of the pavement is scheduled for September 1st and 2nd, with the cement stabilization occurring on September 6 and 7. Paving will occur the week of September 12. This part of the project is very weather dependent, the recent rains have pushed us back a couple of weeks already.
I will update any changes to the schedule as I get them.

Aug. 22 week |
It looks like the Prospect Hill Project will begin next week (August 15). Busby Construction will be in early next week to begin shoulder and ditch work. The following week, August 22, they hope to begin reclaiming the existing road way in preparation for the cement stabilization on both Ledge Road and Prospect Hill Road. I will provide updates as those days get closer.
The testing that we did provided us with some good information. The material we have under the roadway is not as bad as anticipated, still not great, but not as bad. We will be able to minimize or eliminate the additional crush gravel that we had thought we would need. This is going to allow us to absorb the increase in asphalt pricing without sacrificing the quality. This will also shorten the time that we will need to disturb the neighborhood with construction. It is also allowing us to evaluate the methods that we will be using on Sugarbush road, I will be meeting with the Selectboard on Monday to discuss our options for that road.
When the construction company is working on a particular road we will be posting the road closed, local traffic only. This will help us minimize the work zone personnel we will be needing and make it safer for all the equipment and people we will have in the roadway. Travel will be permitted for residents, emergency vehicles and postal vehicles. If you are going to or from your residence please be aware of the people and equipment in the road, as you approach the work zone someone will be able to motion you through when it is safe to do so.
Look for more updates through next week.

| Early August |
I wanted to update everyone that will be affected by the road construction that will be occurring in the Prospect Hill Road neighborhood. The proposals were opened and reviewed, and the award was given to Busby Construction. The rising cost of oil had a major effect on the asphalt pricing, increasing the overall project by about $19,000. Since early July we have been researching options for ways to absorb this increase without effecting the overall project.
Through efforts of working with the road recycling council we have learned of ways that we may be able to reduce some gravel expense without hurting the project, this investigation required some engineering testing of the materials that in place under the road. I began this process in early July, with the hopes of having the results by this time.
Unfortunately the engineering testing facility has taken a little longer than first anticipated. The tests are important to the overall project so I want them to be sure they are testing the materials in the appropriate manner, in other words, I believe it is worth the wait. I am anticipating the first result to come in early next week. At that time I can begin to work with the contractor to make the necessary changes and get the project under way.
The one thing neither Busby construction or myself would want would be to start this project and then have to stop while we wait for testing. They want to start and end so as to minimize the disruption to the neighborhood as much as possible.
I have asked our webmaster to set up a page on the town website for updates to be posted on. That site can be found at http://www.hancocknh.org/DPW/PHP/PHP.htm, I will also be updating through this email list as well. I am hoping to be under way in early August, and will keep everyone up to date as we start getting results.

Selectboard Meeting Minutes - July 11, 2011
- Prospect Hill
Grassett brought up the bid for the Prospect Hill reconstruction for discussion. The Board voted unanimously to award the Prospect Hill reconstruction to Busby Construction.
Grassett said the cost was going to increase by around $20,000 due to the increase of asphalt. He said tests done on materials being dug up indicate less gravel than planned on and they are looking at using cement for stabilization. This could also be a possibility for Sugar Bush. Grassett said they are hoping to start work the first part of August. He would like to ask Nahida Sherman to set up an update for the project on the website as she did for the Main Street project.
